Probably German: the gas tank cover had something German on it.
So what’s the difference between a moped and a motorcycle? Wouldn’t this have been an ordinary motorcycle in the 1940s or however old it is?

Btw, same in the Netherlands: anything under 50cc didn’t need a license. Maybe a 12 or 14 year minimal age, but I never had one. Over 50cc was a motorcycle and needed a license. At the moment, motorized bicycles are popular in the Netherlands. I think their engine is limited even further.
