Looked like a joke to me, but I googled the name on the grill.  Here is the story for Custom Cloud.  One source summed it up: “Unable to sell their Malaise-era Chevy products, a group of dealers in Florida turned to a custom hot rod builder to create a more luxurious design which was basically a Chevrolet Monte Carlo coupe by remolding the body and adding a grille and taillights originally designed for Rolls Royce. The car was a hit, with nearly 2,600 built.”  Kit cost $2,395 in 1976. Lots more info here.
